Fairly simple package, though a hefty perl script at that.

scriplets: ok (none)
MUST: %files: as discussed on irc, %{_sysconfdir}/get_iplayer/ needs to be owned
SHOULD: add to %files: %doc README
licensing: ok
runtime: ok, I only verified basic functionality, fetching listings.
SHOULD: consider using 'install -p' to preserve timestamps
I think noarch should be ok here, provided all the Requires: deps are available on all archs.
I trust you can address the relatively minor MUST item and look at the SHOULD's, prior to building.
