After installing the  8.543-0.4.8.11beta.fc9 fglrx packages under i386
Fedora 9 using...

yum install kmod-fglrx

and enabling the drivers with the livna-display gnome tool, I find that
'glxgears -info' reports a very low framerate. This appears to be due to
the fact that while a fglrx.conf file is installed in /etc/ld.so.conf.d,
it appears that ldconfig is never called so that this library path gets
cached for ld. After manually executing ldconfig, the 'glxgears -info'
results are improved as expected.

That's because you need to reboot.
It is /!/DANGEROUS/!/ not to reboot completely, because libGL apps might be in use. (and/or fglrx.ko got only installed for the lastest kernel)
You can have Xorg-server to collapse in the not so uncommon case. (and loose your work)

I'm going to close this since as kwizart mentioned, installing or updating the drivers without rebooting is not supported in the current setup (experimental support is in rpmfusion-config-display - see the review request for more details). This could also be a duplicate of bug 184... Either way, this issue has already been reported or is WONTFIX for now.
