Summary of the devel package wrongly specifies it installs static libraries
what may be confusing when looking at yum search results.

This package has been marked dead by the lack of maintainer.
It was removed from the F-17 tree.

That been said, I've fixed the F-16 branch in CVS but I will not push an update.
