According to https://developer.spotify.com/technologies/libspotify/
There are several ARM arches varriant supported by libspotify.
It could be possible to support all ARM varriants

Also please consider using ExclusiveArch: i686 x86_64 armv5tel armv6l armv7l
armv7hl doesn't seems to be available at this time.

I've gone ahead and added support for armv5tel, armv6l and armv7l.  To be honest, I'm not sure how to check that libspotify armv7 is for armv7l instead of armv7hl.  Is there any way to check?

Either way, I've pushed 12.1.51-2 which includes all the builds Spotify publishes.
