amule is using cryptopp, not openssl !
Have you tried to only rebuilt amule on f23 ?

you are right , I used openssl from distro and amule still working

I'm using amule-2.3.1-8.fc23.x86_64 , Packager : http://free.rpmfusion.org/
so it is a work for me

The problem appears to have been that this program needed to be recompiled for F23. Looking at the files, it appears this was done on the next day (November 7th) but this ticket wasn't updated to reflect that fact. Typically, RPMFUSION has been ready the same day Fedora is released. This time, there appeared to be a lag of several weeks until all the programs were ready. Not sure why.
