Also have many updates on upstream, but current version still builds on F23.

Sorry it is already build on F23 

yapeSDL-0.58.2-1.fc23.src.rpm x86_64 rpmfusion-nonfree-updates-testing

If you want update it you may fork https://github.com/rpmfusion/yapeSDL

and apply yours changes there. 
After finish yours modifications , block bug #3820 please .
Let us know where you have your repo, we will merge into our git .

Last note we still haven't rawhide so master represents F23 .
