With Kodi 16 visualizations have been split off into a separate binary addon, which has not been packaged as a dependency to Kodi 16.

Visualizations are an integral part of the Kodi music experience and at the moment you literally have no options available.

Can a Kodi-visualizations bundle be packaged in the same way that Team Kodi has done with the Ubuntu ppa?

Yes, you will need to follow the new package guidelines. There are 5 new packages that would need to be created. They have 5 separate upstreams.

Filing bugs against Kodi is not the proper procedure.

I may create the requests myself, but I do not have time right this second. Anyone is free to create these requests as they do not require any changes to Kodi.

Here's the ProjectM visualization spec and SRPM to get you guys started. However, RPMFusion is currently frozen and is not accepting new packages and is not building any package. It will be an unknown amount of time before RPMFusion is doing so.
