Using the GUI software updater to upgrade Fedora 23 to 24 throws this error:

Detailed errors from the package manager follow:

Cannot download v/vlc-core-3.0.0-0.2.fc24.x86_64.rpm: All mirrors were tried; Last error: Curl error (37): Couldn't read a file:// file for file:///var/cache/PackageKit/24/metadata/rpmfusion-free-updates/v/vlc-core-3.0.0-0.2.fc24.x86_64.rpm [Couldn't open file /var/cache/PackageKit/24/metadata/rpmfusion-free-updates/v/vlc-core-3.0.0-0.2.fc24.x86_64.rpm]

The suggested workarounds I was able to find involve disabling rpmfusion and attempting the upgrade, however in the interest of providing a seamless upgrade experience to those using it, I thought it best to report the bug.

The packagekit metadata is stale.
