A Kodi forum member suggested I open a bug report, here is what's going on: .IFO files associated with .VOB files are not playing with Kodi or VLC. I used RPM fusion to install Kodi and VLC. A Kodi bug log reported that libdvdnav was the issue for .IFO files failing to play. That log file is linked below, the errors are towards the bottom of the 1st link.

I performed this console command: sudo dnf list installed | grep libdvdnav
libdvdnav.x86_64                       5.0.3-4.fc24                    @anaconda
And to me it appears that a F24 version of libdvdnav is installed.

Im just an average user so I dont fully understand what went wrong and I hope I explained everything well enough. It was suggested to me this is an RPM Fusion issue, so if it is not, apologies.

As I explained on the Kodi forum, RPMFusion cannot ship Kodi with optical drive support because it uses libdvdcss and cannot be unbundled unless I re-wrote those libraries.
