This is what I did: 
1. From "https://bugzilla.rpmfusion.org/" click "File a bug" 
2. Click "New account" 
3. Entered my email and got an error saying it was in use. 
4. Log in with the controls at the top of the screen. 
5. I got this error: 
"You submitted changes to createaccount.cgi with an invalid token, which may indicate that someone tried to abuse you, for instance by making you click on a URL which redirected you here without your consent.

Are you sure you want to commit these changes?"

I then hit "Home".

It looks like Bugzilla thinks you are trying to confirm the account you just created and checking the hidden token passed in the form.

I don't think the amount of time this bug will be hit justifies the amount of work needed to fix it.
