There is no hardware acceleration of video, so tearing is presented.
chrome://gpu shows software rendering available.

…works fine. chrome://gpu shows hardware acceleration enabled, no tearing in videos.

chromium on Fedora has disabled hardware accelerated video decoding: https://src.fedoraproject.org/rpms/chromium/blob/master/f/chromium.spec#_16
