The new mythtv version 31 will not install because it has mythweb as a dependency, but mythweb is not in the rpmfusion-free-updates repository yet.

It's built but did not make it to stable at the same time as mythtv. Try enabling the testing repos:

dnf --enablerepo=rpmfusion-free-updates-testing update mythtv mythweb
