This package contains plug-ins that aren't tested
well enough, or the code is not of good enough quality.

Why not in Fedora? Legacy unmaintained branch still required by a handful of proprietary applications. To be placed in separate RPM Fusion repository.

On this one, can we just use the gstreamer-plugins-bad instead ?

As suggested, I simply updated gstreamer-plugins-bad to include Fedora's -free package contents. Sorry it took so long. It's built for F31+ now.
