The components in the xorg-x11-drv-nvidia-power package are necessary regadless of Wayland or Xorg use. If a machine has the hardware it should have this package.

I know for certain without these components my machine does not suspend or hibernate, failing to enter the desired state.

Separating these was a fine idea but perhaps a more neutral name would be a good idea?

The name will not ever fix the issue: one needs to discover what the sub-package does. The answer to this problem will always be within the official documentation.
