After resolving https://bugzilla.redhat.com/show_bug.cgi?id=2158920, svt-av1 is built on all arches, so it's no longer necessary to enable support for it only on x86_64. Please enable on all arches.

Not sure why this bug is still here. libheif is in Fedora and svt-av1 is in Fedora and libheif enables svt-av1 support in F38+: https://src.fedoraproject.org/rpms/libheif/blob/rawhide/f/libheif.spec#_25
