With the upstream deprecation of the Phonon GStreamer backend, it has become necessary to add vlc to Fedora itself, and also to restructure the package to serve as both a multimedia framework as well as an end-user application.  To that end, vlc-plugin-bittorrent packages are now on their way to testing for F38+ and EPEL9, replacing vlc-bittorrent and using the new vlc packages provided in Fedora (see bug 6816).
