qt-heif-image-plugin has no dependencies outside Fedora, so it should be moved to Fedora proper. I can submit a review request ticket on your behalf if you like.

Note: this only supports Qt5. There's another plugin, not packaged for Fedora, that supports both Qt5 and Qt6: https://github.com/novomesk/qt-heic-image-plugin .
