I downloaded VLC player via Command line and from Discovery software centre, neither path provided a functional copy of VLC. Post rpm -qa vlc\* vlc-plugins-freeworld is not required for H.264 or H.265 (HEVC) decoding, only encoding. You are probably missing the vlc-plugin-ffmpeg package.
