I downloaded VLC player via Command line and from Discovery software centre, neither path provided a functional copy of VLC.

vlc-plugins-freeworld is not required for H.264 or H.265 (HEVC) decoding, only encoding.

You are probably missing the vlc-plugin-ffmpeg package.

Do you have an amd gpu?, if so you will need to install mesa*freeworld.
Have you installed rpmfusion ffmpeg?
