Since 23.1, Mesa supports the h264/h265 video decode Vulkan API, but it's only enabled if you enable h264/h265 codec support when building Mesa, which Fedora obviously doesn't while RPMFusion does.
24.1 will also add h264/h265 video encoding.

is there a list of drivers which actually support those en/decodig APIs?

For now only RADV and ANV (not HASVK) do, but I expect that list to grow later on.

FWIW, I agree that having this would be nice, but I lack time to work on this. But if anyone came up with patches for the spec file I'd help getting things in shape.
